Under the Controlled Substances Act, the federal government divides drugs into five tiers, also known as schedules. The criteria used to classify drugs are: potential for abuse, potential medical benefits, and addictiveness. These schedules range from I (highest potential for abuse, highest level of addictiveness, and no medical benefits) to V (lowest potential for abuse and addiction, useful medical applications.)
